NEW DELHI: Today in the Parliament Winter Session, Amit Shah and Nirmala Sitharaman are set to introduce significant bills. Amit Shah, the Union Home Minister, will present the Jammu and Kashmir Reorganisation (Second Amendment) Bill, 2023 in the Rajya Sabha. This bill aims to amend the Jammu and Kashmir Reorganisation Act, 2019, focusing on providing reservation for women in the legislative assembly of the Union Territory of Jammu and Kashmir. It was previously approved by the Lok Sabha on December 12.
Amit Shah will also introduce the Government of Union Territories (Amendment) Bill, 2023, which seeks to amend the Government of Union Territories Act, 1963. This bill aims to reserve approximately one-third of total seats in the Legislative Assembly of the Union Territory of Puducherry for women. It was also passed by the Lok Sabha earlier this month.
Minister of State for Home, Nityanand Rai, highlighted that these measures intend to enhance women's representation and engagement in the law-making processes within the legislative assemblies. He emphasized the historical injustice faced by women across various regimes and stressed the need for better opportunities and rights.
Simultaneously, Union Finance Minister Nirmala Sitharaman will present the Appropriation (No.4) Bill in the Rajya Sabha today. This bill authorizes the appropriation of money from the consolidated fund of India to cover expenses for certain services during the financial year that ended on March 31, 2021, exceeding the previously allocated amounts for those services and that year.
