Dehradun: The Uniform Civil Code Uttarakhand 2024 Bill, introduced by the state government led by CM Pushkar Singh Dhami, has been passed in the House on Wednesday. After passing the UCC bill in the Assembly, Uttarakhand has become the first state in the country to implement Uniform Civil Code. Speaking on the bill before the proposal was passed by voice vote, Chief Minister Pushkar Singh Dhami said that the dream that the makers of our Constitution had seen is now becoming a reality on the ground. We are going to create history. He said that other states of the country also need to move in the same direction.

Pushkar Dhami placed before the House important points related to the law. He has said that the purpose of this law is not to appease but to bring equality in the society. Dhami has further said in this regard that before the 2022 assembly elections, we had proposed to the people of Uttarakhand that we will make a UCC law and are going to form a draft committee for it. It is important to have uniform laws for any person living in Uttarakhand.

Speaking on the important points of the Uniform Civil Code, Dhami has also said that after the implementation of the new law, second marriage is going to be completely banned if the husband or wife is alive. Registration of marriage and divorce will be done like registration of birth and death. This registration can be done through the web portal. If someone marries a second one after hiding his first marriage, it will be known through registration. This is going to give a sense of security to mothers and sisters.

Dhami made it clear that even if the marriage has not been registered, the marriage will not be considered invalid in such a situation. In case of divorce or domestic dispute between husband and wife, the mother will have the custody of the child up to 5 years of age. Continuing his point, Dhami said that there will be no distinction between legitimate or illegitimate children in the new law. Children are not illegitimate, they are completely innocent, hence the word illegitimate has been abolished. Both types of children will be given equal rights in property.

Dhami has also said that live-in relationships have also been defined in UCC. Adult male of 21 years and female of 18 years can live in a live-in relationship. For this it will be mandatory for them to register. This will prevent crimes related to marriage. Taking his point forward, the Chief Minister said that all such provisions which can be good for all our generations have been given in the UCC. In this way, the main points of the Samhita, which have also been discussed, I can say that what is mentioned in our scriptures, Yatra Naryastu Pujyante, Ramante Tatra Devta – these sayings are true. Along with this, PM's resolve to worship women power also comes true.

Dhami did not stop here, he further said that as soon as this Act will be implemented, arrangements have already been made to ensure that there is no problem of any kind. Wherever there is a need for improvement in future, we will move towards amendments. Let us inform that on Wednesday, the proposal of the leader of the opposition party in Uttarakhand Assembly to send the UCC bill to the select committee has been canceled by voice vote. The House approved the proposal of the bill by voice vote.
