NEW DELHI: The Rajya Sabha has approved the consideration of a private member's Bill that proposes establishing an independent authority to regulate and license media services in India. This initiative, introduced as the Indian Media Services (Regulation and Licensing) Bill, 2024 by CPI(M) MP V. Sivadasan, aims to ensure free and independent media services across the country.
The Bill outlines the creation of the Indian Board of Media Services, an autonomous regulatory authority, to oversee media operations and licensing processes. Its objective is to foster the growth of unbiased and independent media, which is vital for a thriving democracy.
The Information and Broadcasting Minister, Ashwini Vaishnaw, informed the Rajya Sabha secretary-general that the president has given the go-ahead for the Bill's consideration. For private members' Bills that involve financial expenditure, the president's recommendation is necessary.
Key Provisions of the Bill:
The Bill emphasizes that media licensing should not be controlled by bureaucracy or political parties. It suggests that placing licensing powers solely in the hands of the Executive can lead to media bias, as journalists may avoid critical reporting out of fear of legal consequences. By proposing an autonomous body for granting and revoking media licenses, the Bill seeks to promote fair and unbiased media operations.
In the statement of objects and reasons, Sivadasan highlighted the critical role of independent media in ensuring the free flow of information and maintaining the health of democracy.
