Himachal Pradesh, a popular tourist destination, attracts millions of visitors every year, including foreigners. To tackle the growing problem of waste management, the Himachal Pradesh High Court has made it compulsory for tourists to carry garbage bags with them. This move aims to promote sustainable tourism and reduce environmental pollution.
The court's decision came after a public interest litigation was filed, highlighting environmental concerns in the state. The bench, comprising Justice Tarlok Singh Chauhan and Justice Sushil Kukreja, directed the state government to improve its waste management system. The court suggested that the state government should take inspiration from Goa and Sikkim, which have implemented similar measures to reduce waste.
As per the court's order, all tourists entering the state will be required to carry a large garbage bag in their vehicles. Tour operators, travel agencies, and vehicle drivers will also be responsible for collecting and disposing of waste. The court emphasized the need for sustainable tourism and community participation to ensure effective waste management.
In March this year, the High Court had requested the state government to impose a solid waste management charge on tourists. During the July hearing, the court asked the government to audit the green tax already being levied on tourists in places like Kullu, Manali, Sissu, and Kokasar. The court also directed the concerned authorities to file an affidavit to clarify how the green tax is being utilized.
Additionally, the High Court has ordered the formation of a special task force to oversee waste management in the state. This move aims to ensure effective implementation of waste management measures and promote sustainable tourism practices.
By making garbage bags mandatory for tourists, the Himachal Pradesh High Court hopes to reduce the environmental impact of tourism and preserve the state's natural beauty for future generations.
