The United States is gearing up for the second general election debate between Democratic candidate Kamala Harris and Republican nominee Donald Trump. Scheduled for September 11 at 9 PM ET, the debate will take place at the National Constitution Center in Philadelphia.

This debate follows President Joe Biden’s decision to withdraw from the 2024 election in July, endorsing Vice President Harris as the Democratic candidate. Biden’s withdrawal came after internal party discussions about his capability for another term, particularly after a challenging debate against Trump in June.

The 90-minute debate, hosted by ABC News, will be moderated by "World News Tonight" anchor David Muir and "Prime" anchor Linsey Davis. A set of new rules will be in place for the debate, including live microphones only for the candidate speaking, with the opposing candidate’s microphone muted during their allotted time. Only the moderators will be allowed to ask questions during the debate.

On Tuesday, a virtual coin toss determined the order for closing statements and podium positions. Trump won the toss and chose to deliver the final closing statement, while Harris opted for the right podium on stage left.

There will be no opening statements in this debate. Each candidate will have two minutes to deliver a closing statement. For each question, both candidates will have two minutes to respond, followed by two minutes for rebuttals, and a minute for follow-up questions.

The candidates will stand behind podiums and are not allowed to use any props or pre-written notes, though they can have a pen, paper, and water. Campaign staff are prohibited from interacting with the candidates during breaks.

The debate will be broadcast live on multiple platforms, including ABC News, ABC News Live, and Fox News. It will also be available on streaming services like Disney+ and Hulu. A pre-debate special, "Race for the White House," will air at 8 PM ET, featuring a panel of ABC News anchors.
