Amaravati: The Andhra Pradesh government has welcomed proposed modifications to the IAS (Cadre) Rules, 1954, but only provided the operational method is revised, particularly in reference to the state's issuance of no-objection certificates.
The Andhra Pradesh CM has urged the Prime Minister to keep a provision in the proposed modifications to the IAS rules for the state's NOC. Y.S. Jagan Mohan Reddy, the Chief Minister of Andhra Pradesh, has requested Prime Minister Narendra Modi to examine proposed modifications to the IAS (Cadre) Rules, 1954, and to keep the existing mechanism of obtaining the state NOC for personnel moving on Central deputation.
Reddy mentioned "practical challenges" emerging from execution of the proposed amendments to the rules pertaining to deputation of IAS officers in response to the Central government's request to amend the regulations.
Reddy expressed objections about some parts of the proposed modification in a letter to the Prime Minister on Friday.In the event of a disagreement over the deputation of an IAS officer in the state, the Central government has the authority to veto the state government, according to one of the articles.
Generally, the state government gives a no objection certificate (NOC) to such requests after reviewing the officer's skill set and the state's requirements, according to the Chief Minister. However, he warned that the proposed modification could jeopardise state government initiatives.
