On Friday, the Meghalaya Cabinet passed several recommendations to amend the Constitution's Sixth Schedule. The number of seats in the three district councils of Khasi Hill Autonomous District Council, Garo Hill Autonomous District Council, and Jaintia Hill Autonomous District Council, as well as elections for Village Councils, were authorised, among other things.
Chief Minister Conrad Sangma said that the Khasi Hills and Garo Hills Autonomous District Councils would have no more than 40 members, with no more than four being nominated. There will be no more than 32 members on the Jaintia Hills Autonomous District Council, with no more than two being nominated.
Sangma further stated that the Cabinet has recommended that village councils be elected, but that traditional heads such as Rangbah Shnongs, Sirdars, and Nokmas will serve as de-facto chairpersons. The secretary, as well as the other members, shall be elected, according to the Chief Minister.
He stated that the proposal was made after much consultation and discussion with all stakeholders, including the district councils. These proposals, according to Sangma, came from district councils, and the State Government has recommended them to the Center as a result. The Chief Minister further stated that the government has already held talks with the Ministry of Home Affairs and the Centre.
