Keep it covered for 15-20 minutes. Prepare the filling: Heat 2 tbsp ghee in a pan. Add coconut powder into it and fry till it turns golden. When the coconut turns golden, add sugar, khoya and cardamom powder as per taste. Mix everything well and prepare the filling. Making Modaks: Make small balls of the kneaded dough and flatten each ball. Place the filling in the centre of the flattened dough and join the edges to give it the shape of a modak.
