Kolkata: The Central Bureau of Investigation (CBI), which submitted its charge sheet earlier this month regarding the recruitment scam in various municipalities in West Bengal, has provided a detailed account of how the irregularities began. According to sources, initial concerns arose when it was discovered that identical questions were used for written examinations across different grades of posts. The questions for Group C and Group D positions were found to be 100 percent the same—a practice deemed highly unprofessional for any legitimate recruitment process. Further investigation indicated a lack of professional expertise in setting the question papers. The sources noted that no expert agency with experience in competitive examination was involved in the process. Instead, the task of creating question papers was assigned to an agency owned by private promoter Ayan Sil, who is a key accused in both the municipalities' and school job recruitment cases. Sil, who was arrested by the Enforcement Directorate (ED) in March last year in connection with the school job case, is currently in judicial custody. The connection between Sil's company and the municipalities' recruitment case was initially uncovered by the ED during a raid at his residence as part of their investigation into the school job case. During the raid, ED officials discovered a 28-page document linking Sil's company to the municipalities' recruitment scam. Subsequently, the CBI launched its own investigation. The agency conducted raids and interrogations, including questioning several Trinamool Congress leaders associated with the case. The investigation revealed that recruitments for various posts, including medical officers, ward masters, clerks, drivers, helpers, and cleaning assistants, were conducted in several municipalities in exchange for cash.
